Telegram from the Governor of Hong Kong to the Secretary of

Your telegram 4th September Hangars, Kaitak I agree that
Colonial Government shall vacate hangar on the eastern site
when called upon provided equivalent accommodation including new slipway is constructed by the Air Council on the western
site before evacuation. I also agree that hangar should be
designed by the Air Ministry provided the Colony's share of the cost does not greatly exceed estimate in my despatch 28th March. Design and specification must make allowance for typhoon gales upto 120 miles per hour. Erection can be carried out by P.W.D. but proposal that no building other than joint hangar should
be erected on the eastern site would block civil development
indefinitely until the Air Ministry move outright to the eastern site and hand over equivalent accommodation for civil aviation on the western site. I regret therefore that I cannot accept this stipulation but I would be willing to agree that no additional buildings should be erected on the eastern site
without prior consultation with the Air Ministry.
